Abstract
I tried to be tactful. I was testing the new Freedom of Information Act, or “Sunshine Act,” as the newspapers were calling it. The place was the contracts office at NASA/Langley, in the Norfolk/Hampton/Newport News area of Virginia, and I was there to gather information in connection with a possible bid for an annual support contract.
Geting the right information is at least one-half the battle.
