Abstract
This submission on policy formulation for Canadian Ice-Capable Ocean Transport Management is intended by the authors solely to demonstrate a proposed procedure. It is not a complete analysis. It is estimated that a complete policy formulation analysis, evaluation and selection procedure would require thirty to thirty-six months with a staff selected and trained to rigorously follow the iterative and filtering process indicated. The cost of this process is estimated at about $6,000,000. It should be noted that the economic value of Canadian ice-capable ocean transport for the Eastern Arctic alone by 1990 is estimated at more than $600,000,000 per year.
