Abstract

Structuring effective citizen participation strategies is a difficult task which tends to be neglected in transportation improvement. Primary effort is devoted to elegant patronage models, innovative modes of transportation, and engineering design. However, if realistic citizen participation is neglected, a project will seldom be implemented, because the level of public support needed to adopt the plan and sustain criticism which arises during construction will not have been developed.
