Abstract

It is a familiar catch-phrase that “planning is for people”. Is it not therefore sensible to make the most of those professional disciplines which illuminate the behaviour and attitudes of people? Is it not necessary to extend our understanding so that those developing, evaluating and implementing policies do not make unrealistic assumptions about the probable effects of policies on the community?
