Abstract

Greater market dependence and trade liberalization are taking place an a worldwide scale than ever before. Budget concerns and the desire to decentralize government are increasingly the drivers of change in domestic policies and in attempts to reduce trade barriers by international agreement. In developed countries, governments are shifting their emphasis from managing surplus production and its disposal to the development of an increasingly affluent global consumer demand base. Economic growth in a number of countries is increasing demand for higher-value and valued-added horticultural, specialty and livestock products.
