Abstract

This was said unanimously by a panel of lay people in a consensus conference in November, 1992. When lay people are given the opportunity to make up their minds on their own premises, they are open-minded, responsible and pragmatic. They do as fine a job as an ethicist could, and besides the comprehensiveness of their statements, they have something which a single academic can never get – large political credibility.
