Abstract

’In recent years, total quality management (TQM) has become something of a social movement in the United States’ (Hackman and Wageman, 1995; p. 309). If this statement is true in the US situation, it would be more so in the case of Singapore. This chapter traces the development of quality consciousness in this small city state. Though every country may have a different path of development, policy makers of other countries are likely to gain some insight from the Singapore experience.
