The European Committee on Electrotechnical Standardisation CENELEC started its work on harmonising European standards for exposure to electromagnetic fields in 1990/1991, based on the initiative of Germany. CENELEC’s members are the national electrotechnical committees of 18 European countries. The harmonisation work was assigned to the Technical Committee TC 111 which was renumbered TC 211 in 1996, and carried out by its two subcommittees SC 211A (low frequency electric and magnetic fields) and SC 211B (high frequency electromagnetic fields). The result was accepted by a majority vote as the European Pre-Standard ENV 501661 in a voting meeting, conducted according to CENELEC rules, at the end of November 1994.
