Abstract
In their confrontations over wage determination the social actors may claim to be engaged in pure bargaining, but more often than not their point of reference is collectively accepted norms. The social effectiveness of such implicit or explicit norms can be illustrated by citing a comment on pay slips at the beginning of the century that appeared in a 1915 Ministry of Labour report:
[These norms]indicate a ratefor wages and a normal working week based on practice and generalconsent, and which both employerand worker know to representthe normal working week and the regular ratefor the region. Employers and workers quite naturallytake these as the basis for their contracts, and even when they do not follow them, are still subject to their regulatory influence.
