Abstract
An LPC-based speech coder at 2400 bps has been widely used for secure voice communication. An even lower rate at several hundred bps has attracted much interest recently mainly because of its high resistance to channel noise and unfriendly jamming. However, a loss of speech intelligibility, longer throughput delay and other degradations are characteristic of low-bit-rate coding systems. To overcome these difficulties, complicated processing algorithms are often required. But this may make hardware implementation an extremely difficult task. Even though there are many these undesirable consequences associated with low-bit-rate speech coders, ITT Defense Communications Division has developed a high quality speech coder at 400 bps without the above mentioned drawbacks.
