Abstract
Everyone knows that those who fail to learn the lessons of history are destined to repeat them, Presidential campaigns notwithstanding. Almost nobody admits they are in the midst of making such a mistake until it is too late. Although it is arguable that no government can ever truly learn from history, any fairminded, sensitive, insightful and modest bureaucrat such as myself must at least pay lip service to this axiom.
