Abstract

While many people around the world enjoy using computers and the Internet, many more are excluded due to lack of access. This phenomenon is commonly known as the digital divide. The digital divide is a powerful force that threatens to continue dividing the world population into “haves” and “have nots.” The divide can be bridged by the skillful application of adult learning principles if those who design and implement HRD programs understand how these principles apply to people in particular life situations with particular approaches to learning.
