Abstract
Two facts are famous in the Swedish debate on local self-government. The first is that the local self-government of municipalities is protected as a right in the first paragraph of the constitution. The second is that local self-government in Sweden has always to a large extent been constrained by the central government. In this chapter we discuss changes in the structure of government in Sweden that would allow its citizens to exercise their constitutional right to local self-government.
