Abstract

In this final chapter I present a score of recommendations to reduce “harmful tax avoidance” and assess their benefits and liabilities. Until some changes are made, taxpayers, their advisors, and the IRS will have to deal with the situation described in the preceding chapters. In the meantime, more and more will be written about problems of investment, taxation, and growth from many points of view [Stossel:12]. My recommendations here are feasible steps to get out of the mess that stymies fair corporate taxation. Most of the steps are small and one is drastic, but all of the recommendations are straightforward.
