Abstract
Mueller wanted the congressional hearings over quickly in order to get on with the Apollo Program, while Webb thought the agency should let them play out over several months because if they finished too soon and more facts came to light, NASA would be accused of whitewashing the situation. The administrator wanted the hearings to last long enough for all the relevant facts to surface, and because it took quite some time for everything to come out this strategy proved wise.
