Abstract
As early as 1968 the US National Park Service in its master plan for the protection and use of the Petra National Park described that management structure of sites such as Petra need to grow from and strengthen the qualities that make a cultural site valuable and significant, and in the case of Petra, unique. In response to the impact of growth in tourism to Petra over the past 40 years, the Government of Jordan invited international institutions to prepare management plans for Petra on five occasions. Each of the first four management plans has addressed the values and significance of Petra.
