Abstract
The experiences of different regions of the world in adapting to climate variability should be examined carefully before an adaptation policy is defined. Similarities in climatic phenomena under climate variability may indicate that current adaptation policies will be valid in the future. The drought-stricken region of northeastern Brazil has undertaken adaptation policies for more than a century. Its experience, particularly in assessing the causes of successes and failures of such policies, indicates that a comprehensive sustainable development strategy is needed to increase regional and societal capacity to face both present and future climate variability. A methodology for sustainable development planning — the Aridas Project — incorporates long-term sustainability and climate change adaptation into the regional development planning process.
