Abstract

The paper discusses the integration of several flexible generalised manpower planning models into a suite (MANPLAN) which can be used to illuminate various aspects of a manpower problem in any hierarchy and which is easy to use and accessible to personnel managers. A case study is used to illustrate this approach to investigate a manpower problem from different angles and in increasing detail. The analysis includes appraisal of alternative policy options designed to alleviate problems revealed at each stage. Data requirements and interpretation of results are discussed.

The views expressed in this paper are those of the authors, and are not necessarily those of the Civil Service Department nor the Civil Service.
