Abstract

I should start by speaking for all the rapporteurs and point out what an impossible task we have. In a relatively short space we have to try to get the essence of what I think in each case was a rich and complex discussion, but inevitably an inconclusive one because of the nature of this sort of gathering with the range of interests and positions that were represented. The group that had been brought together was intentionally diverse; therefore, on many of the basic issues, one ends up at best agreeing about where to disagree — getting some broad picture of the lines of division and debate. I think that in the end that is where we got in the discussions on dependency and development.
