The main principles of the scheme considered were presented at the Soviet-American Symposium in 1975 [1], at the Conference on Engineering problems of Fusion Research in Leningrad in 1977 [2] and at the International Conferences on Plasma Physics and CTR in 1974 [3], in 1976 [4], in 1977 [5].
