Abstract
Health services in Norway have for many years been a public concern and responsibility. The financing of the services has mainly been from public funds (approximately 95%). The responsibility for planning, construction and running has been with political boards on different levels (state, county councils and municipalities) and to some extend left to private entrepreneurs.
