Abstract

Telecommunications planning until a decade or so ago was almost entirely concerned with assessing the rate of growth of basic telephone services, and with the timing and pace of automation. Those telecommunications operations owned by the State or which were closely regulated by the State had also to take into account any overriding constraints placed on their investment, or the acquisition of foreign manufactured systems. Private concerns rarely saw a need for telecommunications strategic planning, relying on the public corporations to have foreseen their needs and to have equipment available as these developed.
