Abstract
It is a primary principle of every industrial traffic manager to give competent recognition to the importance of correctly classifying freight. In Section 5a Application No. 26, Railroad Interterritorial Agreement, 287 ICC 701, the Commission stated that:
The national committees … are being continued according to applicants to aid them in the maintenance of uniform practises in the fields of freight classification … and other matters requiring uniformity.
Procedures under which the applicants may jointly confer and take action on interterritorial matters are clearly necessary to the maintenance of an interterritorial rate structure that is sound in itself and in proper balance with the territorial structures.
