Abstract
It was in December 1969 that the Heads of State or Government of the six EC countries proclaimed their intention to establish in stages an Economic and Monetary Union within ten years. More than two decades later, on 1 November 1993, the Treaty of Maastricht entered into force, making the establishment of EMU a Treaty obligation for Member States (with two exceptions). Assuming that there will not be a majority which will meet the agreed criteria in 1997, EMU will — according to the Treaty — be established in 1999.
