Abstract
Since this agreement was signed in Schengen, Luxembourg in 1985(!), its implementation has been postponed on four occasions. In many ways, this agreement is an integral part of the SEM in that it guarantees the absolutely free movement of citizens — with no passport controls — between the participating countries.
