Abstract
It is a pleasure to give recognition to M.R.C. McDowell and his many contributions to atomic physics over the years, and also to honor the senior delegates to this Conference, W.R.S. Garton, U. Fano and A. Edmonds, who made the first discoveries that eventually led to the work reported here.
