Abstract
This chapter presents the developments in the carbon market. The chapter considers the market development in two phases—Kyoto mechanisms and the market-based measures under the Paris agreement. The issues related to the carbon markets are also briefly presented.

These are Connecticut, Delaware, Maine, New Jersey, New Hampshire, New York, and Vermont. Maryland joined in 2006 while Massachusetts and Rhode Island joined in 2007. New Jersey left the programme in 2011. At present there are nine members but Virginia and New Jersey are planning to join the programme.
