Coal consumption is the main form of energy consumption in Xinjiang. The task of energy conservation and emission cut-down in a fragile ecological system presents a new challenge to Xinjiang’s economic development. Facing a situation of coal-guided energy consumption, this paper has a helpful discussion on how to carry on a balanced development and how to modulate relative relationships.
