This document provides theory and examples for a design methodology for manual flight control system design. The inner/outer loop structure gives a versatile framework for the application of advanced multivariable control theory to aircraft control problems. The engineer has the freedom to choose any method which achieves the design goals. This freedom is demonstrated in the successful application of three different inner loop equalization approaches in the VISTA F-16 and supermaneuverable vehicle design examples. This framework is also versatile enough to include a broad range of design specific issues such as the management of redundant control effectors, flying qualities requirements, modeling uncertainties, and nonlinearities.
