Abstract
This chapter is based on a report of the work of an Expert Panel convened by the Life Sciences Research Office of the Federation of American Societies for Experimental Biology (FASEB) under a contract from the US Food and Drug Administration.* The Expert Panel met six times during 1987 and 1988 and a report of their activities was prepared [1].
