Abstract
As discussed in Section 2 the OPA and SQI concepts are coupled to provide a structured approach to building an effective software measurement program. Such a program is sufficiently flexible to accommodate the diverse particulars of many prominent development methodologies and the attendant process activities. In this section we examine that “theoretical” guidance in the context of organizational capabilities, limitations and constraints.
