Consumer and Consumer-Supporter National Technical Assistance Centers: Helping the Consumer Movement Grow and Transform Systems

There are currently four federally funded consumer and consumer-supporter national technical assistance centers (TACs) that serve current and former recipients of mental health services throughout the United States. These TACs were created to meet the needs of what is now known as the mental health consumer/survivor movement. They are funded by the Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), of the U.S. Department of Health and Human Services. The centers support mental health consumer empowerment by fostering self-help/recovery-oriented approaches in the planning, delivery, and evaluation of mental health services and in promoting system transformation, as well as providing other information about mental health, upon request, to consumers and others. The consumers they serve are involved in a movement for social justice that has its roots in the 1970s and that has evolved to include an array of consumer-run services and supports in nearly every state. This chapter covers the centers’ history, goals and objectives; the challenges and barriers they face; and how they find solutions to those challenges and barriers. It includes interviews with leaders of the TACs as well as some of the individuals and group leaders they have served, and with the TACs’ government project officer.
