A Vision of e-Transformation

Vision may be the easiest part of the e-development process to understand as a concept, but it is a difficult one to articulate and effectively implement. In fact, many countries have e-development strategies without a vision, which leads to weak stakeholder ownership, shallow engagement, loss of developmental focus. Programs without vision typically waste resources on myriad of uncoordinated projects, driven by powerful but narrow special interests. Other countries have vision statements, but these visions are not clear or not effectively communicated and used as a guide to shaping policies and priorities, re-thinking investment programs or inducing various stakeholders to act and collaborate.
