Abstract

llllIn September 2005, Houston delivered essential services to well over 200,000 Americans displaced by Hurricanes Katrina and Rita. It used business and civic leaders to provide services and established volunteer virtual organizations of experts to handle such specific needs as field hospitals managed by medical professionals. The city enrolled 20,000 evacuated children at schools, raised funds to help poorly performing students, and used hotel and apartment managers to arrange housing for the evacuees.
