Knowing the rules—the letter of the law—is only useful if you know what the rules actually mean. In Chapter 1, we discussed the letter of the law, and the various sections put the law into plain language that everyone speaks (versus the lawyer-speak of the government regulations). However, we still haven’t answered the question of what these rules actually mean to the developer. This chapter will take the rules apart and help you understand what you’ll actually need to implement as part of an application design or upgrade.
