Abstract

In this book, I have concentrated on two variables often seen as crucial rival explanations of democratic success or failure: the role of elites and of civil association. Hopefully enough has been said to establish them less as contending and more as mutually supplementary. Here Britain shares much explanatory ground with other polities located in the first phase of democratisation.
