The renaissance of atomic energy breathed new life into the idea of International Nuclear Fuel Cycle Centers. In the last 2–3 years states, and international and non-governmental organizations came up with more than a dozen initiatives in this field. According to IAEA experts, among the numerous proposed multilateral approaches to NFC, the Russian initiative on creating an International Uranium Enrichment Center (IUEC) is the most advanced in terms of national legislation and movement toward practical implementation. Russia sees the creation of the IUEC as a pilot project to perfect, in cooperation with the IAEA, the creation of international centers that would render NFC services. The initiative of international centers does not eliminate all the risks connected with nuclear energy and will not solve all non-proliferation problems. However, it can offer a new basis for reducing such risks.
