摘要

在能源政策方案中, 能源效率是唯一能够使所有主要能源政策目标 (例如: 供应安全; 污染影响; 为了公平和国际竞争力的目的降低能源服务的成本) 得以实现的选择。管制在去除能源效率产品和服务市场发展的障碍方面发挥了至关重要的作用。提高终端能源效率的传统政策途径包括 “命令和控制” 型管制以及各种形式的经济激励。在自由市场框架中, 在确定新型的管制途径时必须以提高终端能源效率为目的。本文讨论了欧盟最近关于通过将传统工具与更多基于市场的创新工具结合, 以促进终端节能技术投资的政策体系的发展。
