摘要
目前, 固体废物管理 (SWM) 政策正日益从末端治理 (废物收集和处置) 转向预防及价值链管理。本文概述了欧盟废物管理政策、规章和经济方面的主要问题, 在此基础上, 对固体废物管理政策的发展历程作了论述。本文就一些经济问题的理论意义进行了阐述, 尤其是与废物管理方案的评估有关的问题, 废物管理行业的“市场失灵”, 对全局利益产生的影响, 需要公共调节的重大问题, 废物管理服务的行业组织, 私营经济参与模式, 实现废物管理目标的经济手段和市场机制的应用等问题, 并结合欧盟国家的经验对这些问题进行了讨论。
