Following an overview of the IWRM concept, the UNESCO International Hydrological Programme (IHP) HELP (Hydrology for the Environment, Life and Policy) programme will be outlined which addresses issues linked with stakeholder dialogue, the science-water law and water policy interface, the identification of vulnerability of drainage basins to global change, the forest and water issues, the food and water policy issue, the need for a more integrated scientific approach and how to undertake HELP in developing countries which lack both hydrological and human technical resources infrastructure.
