Abstract
ADISCUSSION ON performance-based allocation of resources in higher education will have to clarify a number of issues. First, we need to have a clearer notion of what the concept stands for, how it relates to what we might call more generally indicator-based-or formula driven - allocation of resources, and whether it is important to distinguish between budgeting and funding (Section 4.1).
