With the onset of globalization and escalating technological developments, combined with local, regional and international networks and interconnections, mainly in the economic and technical fields, pressure is increasing on VET systems in the Arab Region to better respond to or even to anticipate in some respects, new socioeconomic requirements and labour market needs (Lasonen, 1999).
