Abstract

Housing, like most goods and services, can be provided by private enterprise operating through the market. Indeed, the private sector still accounts for two-thirds of all housing, mostly through owner-occupation. What, therefore, are the economic grounds for interfering with the free operation of market forces in the provision of housing?
