Macro-Economic Aspects of Incomes Policy
The limited purpose of this paper is to suggest a few conclusions, and questions, arising from the fairly wide experience that we have now had in Western Europe of various kinds of incomes policies. I would like to limit the discussion mainly to incomes policies aimed directly at the development of wages and salaries (which I will call ‘wages’ for short) without considering in much detail policies aimed directly at the control of prices or profits. This is mainly for purposes of definition and not because the control of non-wage incomes is unimportant.
