  • John Kerr

Abstract

It was during 1975 that I read the great work The Royal Power of Dissolution of Parliament in the British Commonwealth by the eminent Canadian constitutional authority Senator Eugene Forsey.1 Sir Zelman Cowen wrote of it in 1967: ‘This book … is the most elaborate study of this important reserve power so far written … Readers of The King and his Dominion Governors should certainly take account of this fuller study’.2
