John Major was no stranger to the world of local government. As a former councillor for the London Borough of Lambeth, he was part of a tide of lower-middle-class MPs swelling the party’s ranks through the municipal route. Indeed, local government had not only assisted the journey to Westminster, it helped instal him in 10 Downing Street through the fiasco of the poll tax, and Margaret Thatcher’s subsequent resignation.
