Abstract
The European Parliament is the only forum for the public discussion of fisheries legislation at the European level. At the national level there is generally no systematic scrutiny of European fisheries policy proposals; at the Council of Ministers level, discussion is conducted behind closed doors. The role of the Parliament is, therefore, essentially to ensure that legislation is properly discussed and to form a view on the basis of the arguments put forward. Its influence is determined by the way it plays this role.
