Abstract

The politics of change in the Health Service are a product of enduring aspects of British citizenship and political culture. It is this context which presents the polity with the fundamental political problem of welfare, circumscribes any policy response to that problem by the state and determines the nature of subsequent policy interaction with the NHS power structures.
