Abstract

In the final two chapters of Part 1 we look in more depth at some of those topics we have so far just mentioned in passing — government grants, the council tax and its predecessors: rates and the community charge, capping — and then set them in comparative and recent historical context. It is a two-part exercise; hence the two chapters.
