Developments in Internal Management
The 1990s opened with the arrival of a new Prime Minister, John Major, and a new Secretary of State for the Environment, Michael Heseltine, whose initial challenge to Mrs Thatcher’s leadership had been responsible for the change of Premiers. Mr Heseltine immediately launched a wide-ranging review of the local government system, focusing in particular on finance, structure and internal management. We have now dealt with the first two of these — in Chapters 10 and 17 respectively — and we thus arrive at the third and least heralded, the internal management arrangements of the local authority, which we introduced in the second part of Chapter 5.
